Clay County Children’s Services Fund
Strategic Plan and Impact Framework
The Clay County Children’s Services Fund, a quasi-governmental tax fund, was seeking to develop their first strategic plan based on data analysis and stakeholder engagement. PorchLight Insights reviewed the structures and impact frameworks for several other Missouri county Children Services Funds in order to understand the goals and operations of other similar organizations. We conducted a survey and focus groups for grantees and distilled the findings into clear and actionable themes and facilitated two gatherings of the Board where we helped establish a mission, goals, and objectives. We then built on the strategic plan to develop an Impact Framework that included clear outcome statements and measures.
