Performance Framework & Capacity Building
PorchLight Insights is in its fourth year of work with the City of Wichita supporting data-informed management. This work has been iteratively scoped, with work building on prior accomplishments. Elements of the work have included:
2023: Stakeholder engagement, including an employee survey and focus groups and interviews to develop a Performance Management SWOT Analysis; performance measures assessment and recommendations
2024: Development of a performance management template for departments; pilot implementation that included coaching for three departments
2025: Development of a strategic plan framework for Wichita, involving review of prior strategic documents to identify pillars and define goals, objectives, strategies, and tactics while facilitating input from executive leadership, finance and budget, IT, department leadership, and the Mayor and Council
2026: Development of strategic plan KPIs and a public-facing dashboard to report results; delivery of capacity-building training for department staff on performance measurement targets
